The Ministry of communications has proposed to limit to one month provided the “Spring package” shelf life text and voice messages, subscribers, and video and other information transmitted by users on the communication channels. The head of Department Nikolay Nikiforov said on the sidelines of the forum “Open innovation 2017”.

“The option that we offer contains a storage option within one month”, — quotes the Minister TASS. While Nikiforov said that the cost of operators will be “on average” tens of billions of virtually any, not billions and not hundreds of billions, as predicted by the operators.

Representatives of MTS, “VimpelCom” (brand “Beeline”) and “T2 RTK Holding” (Tele2) declined to comment. The representative of “MegaFon” has not yet responded to questions RBC. At the same time, a source RBC in one of the large operators said that the reduction of the retention period to one month “will still require cost tens of billions” that will need “how to withdraw”. “In any case, given the protracted adoption of regulatory legal acts and decisions of equipment operators don’t have time to implement the requirements of the “law of Spring” by July 1, 2018,” — said the interlocutor of RBC.

According to the Vice-President Kraftway Renat Yusupov, shortening storage can facilitate the implementation of the law. “Given the outlined plans to reduce the storage time of one month and avoiding the storage of duplicate videos, the feasibility of the “law of Spring” all of the above. Data storage — the most expensive article of this law, therefore shortening six times, of course, reduce the cost of operators almost proportionally. Besides, there are ongoing innovative developments in the field of storage technologies. In particular, the technology with preliminary heating of the cell storage for hard drives will reduce its size in 2-3 times up to 4 nm and produce hard disk drives with recording density up to 4 TB per square inch. In my opinion, the development of technology and the decline in storage in the end will contribute to the fulfillment of the law,” he said in an interview with RBC.

The package of anti-terrorist amendments, named after one of the authors, Irina Yarovaya, shall enter into force from 1 July 2018. It obliges the operators and organizers of information dissemination in the Internet to store phone records and emails of its subscribers and members for a period of up to six months, and information about the fact of communication — up to three years.

However, the exact timing of the act did not create, they should determine the government. On 18 September, Deputy Prime Minister Arkady Dvorkovich said that the decision to gradually implement the “package of Spring” can be ready in November 2017. He explained that the government has already held consultations with lawyers. “Now the lawyers have confirmed that we can do it by the rules regulations of the government (to define the implementation steps and data storage capacity. — RBC), with no amendments to the law, we are now discussing,” — said the then Deputy Prime Minister.

President Vladimir Putin signed the “anti-terrorism package Irina Spring” July 7, 2016.

During the discussion of the draft law and after the law was announced different amounts of implementation costs that differ by orders of magnitude. In April 2017 the FSB and the Ministry of communications estimated the approximate total cost of Russian operators to purchase equipment for the implementation of the “law of Spring” and the creation of related infrastructure 4.5 trillion, 3 trillion should be spent on the purchase of equipment.

In June the Minister for open government Mikhail Abyzov told RBC that the cost of implementation of the “Spring package” for operators may be limited to 130 billion. According to him, the total capital expenditures that may be required to ensure the storage of all types of information transmitted, including videos, can really reach 3 trillion virtually any. However, as the Minister said, during the expert hearing it was established that some of the information transmitted by the operators, the store is not required. In addition, Abyzov explained that costs can be reduced and the gradual realization of the provisions of the act.

Even before the adoption of law working group under the government’s estimated cost of 5 trillion virtually any, operators of the “big three” has valued the investment on its execution 2.2 trillion the Amount of data storage on the “Spring law” then estimated at 157 billion GB.
