Press Secretary of the President of Russia Dmitry Peskov called the bill on new sanctions against Russia, passed by the lower house of Congress, “sad news” for international trade and international relations

The Kremlin does not intend to evaluate the bill on new US sanctions against Russia until, until he passed. This was reported by press Secretary of the President of Russia Dmitry Peskov, reports RBC.
“In any case, the relation will be formulated after careful analysis [of the text] of the law”, — said Peskov.
According to him, now we can only say that “the news is very sad from the point of view of Russian-American relations and their development prospects”, as well as from the point of view of international law and international trade relations.
“Let’s wait for when this bill becomes law,” — concluded the press-Secretary of the President.
He also explained that the decision about response will be made by the President of Russia.
The day before, on July 25, the house of representatives voted to toughen the sanctions regime against Russia. The bill is framed not as a separate document, and the package of amendments, which also included restrictive measures against Iran and North Korea. According to experts interviewed by RBC, the restrictive measures against these two countries support the US President Donald trump, and it increases the chances that the law will eventually be adopted.
The bill is now awaiting the approval of the upper house of the us Congress, the Senate, and then need to be signed by the President of the United States Donald trump.
The current version of the bill provides for tougher restrictions on the transfer of American technology to exploration and production of Russian oil, for deep water, Arctic offshore and shale formations. Previously, such restrictions were imposed in respect of the projects of “Gazprom Neft”, “Gazprom”, “Surgutneftegaz”, “Rosneft” or LUKOIL. However, now it is proposed to extend to all projects in which one of these five companies has a “significant non-controlling interests” — 33%.
Tougher conditions of access to the loan market for Russian oil and gas companies and banks: for example, the lending of “Rosneft”, “Gazprom Neft” and “Transneft” has decreased from 90 to 60 days.
The document also provides the U.S. Treasury the right to impose sanctions against the Russian railway, metallurgical and mining companies.
The new bill also limits the U.S. President the right to remove imposed these sanctions. To cancel the restrictive measures, Trump will have to seek the approval of Congress.
New package of restrictive measures, developed by the United States, has already caused concern of the European Union. Analysts estimate that eight projects with participation of Russian “Gazprom” and “Rosneft”, as well as Shell, Eni, BP and other European companies can suffer if the law is signed by trump.
This “Baltic LNG”, “Blue stream” pipeline of the Caspian pipeline consortium pipeline “Nord stream” and “Nord stream-2”, extension of factory SPG “Sakhalin-2”, South Caucasus pipeline and field development of Shah Deniz and Sohr.
