In Russia, despite the declared “Year of ecology” and the fight over landfills, stands on the site of the processing industry. She is experiencing an acute shortage of raw materials, if accumulated waste is estimated at between 70-150 billion tons.
For example, now in our country is processed from 14 million tons 3.3 million tons of waste paper, the rest is sent to landfill and Russian forests shrink every year. In Germany, on the contrary: more than 70% of paper products sent for recycling,.
Experts say that now, according to the NACE-2, no activity – recycling of waste paper.
According to the President of the Association “League of waste paper processors” Andrey Guryanov, such a sad state of the manufacturing industry is partly due to the lobbying of representatives of business, trying to avoid extended producer responsibility (compliance disposal or payment of environmental fee).
“Now in Russia there is a situation whereby approved for the 2015-2017 standards of waste management are not working. The fact that the disposal regulations, which were approved only in 2015, was too low. In fact, refiners recycle a much larger share of manufactured goods and packaging, the loss of consumer properties. The result is extended producer responsibility does not work, as the standards do not encourage manufacturers to recycle waste,” – said Guryanov.
The problem with lowered standards came personally to President Vladimir Putin, after which he instructed the government to increase the utilization norms to the level of the stimulating complete their processing.1
“So we could encourage producers to recycle manufactured products, standard for the cardboard must be equal to 10% and the minimum is 70%, because in fact, today is already processed 60% cardboard. This will create new jobs, reduce the use of resources, and, most importantly, the garbage will be less. Standards could really help us in solving the question of organization of separate waste collection and recycling. But you should start with paper and cardboard products, because they make up a quarter of municipal waste,” – said Guryanov.
This view was shared by a member of the State Duma Committee on ecology and environmental protection Deputy Alexander Fokin, who notes that in November of 2017 Ministry of Russia sent for approval to the government a draft decree on regulations of waste disposal from use of the goods in 2018-2020, but they still do not stimulate producers of goods to take care of proper disposal of their products when they become waste. It should be noted that the development of new regulations the Ministry has supported the idea of introducing more challenging standards, but these proposals have not been supported by the Ministry of natural resources, in connection with which the draft standards were submitted to the government with disagreements.
“The new draft standards was compiled by the inter-Ministerial meeting. It just so happened that this meeting was only attended by producers, which, naturally, is unprofitable to pay an environmental fee or to organize the disposal of their products or packaging. Why not invited to the meeting pererabotchikov secondary raw materials, which would have to report actual quantities of recycled materials – is not clear. The question arises: lobbying, or someone’s evil intent? The result was that at the meeting of the producers, said that the raising of standards for goods of paper and cardboard is increasing the financial burden on the end user – population. The ecological side of the issue and the development of the processing industry was not discussed,” – said Alexander Fokin.
According to him, to formally unsubscribe to the President that the standards promoted in the Ministry of natural resources just took it and shared the same group of products.
“For show standards, for example, enhanced for corrugated cardboard and packages made of him, and all the manufacturers will be reporting on paper and cardboard packages. And regulations increased, and manufacturers are safe. Just for the fact we get the inhibition of the processing industry. Standard cardboard just 10% – exactly as it will be necessary to recycle the remaining 90% will go to landfill. And lucky again secondary raw materials, in the best case, the polygons in the worst case – in the forest for illegal dumping, instead of having to run the refineries, create more jobs for the population. In addition, a significant portion of the waste just flows away in a foreign country and is not processed in our country. No export duties of our processing industry will not be effective. Actually go on about the greed of the producers are destroying our nature. Now the share of recycling of cardboard in Russia as of 2017 is around 60-61%. If we want incentive to recycling regulations, you need to install them on cardboard in the amount of 70-90% for 2018-2020,” – said the MP.
The MP focuses on the fact that to date not created conditions for the implementation of the concept of extended producer responsibility in Russia.
“The capacity for recycling increased by almost a million tonnes, based on a result of extended producer responsibility, however, since this concept does not work, power idle. When you installed capacities, allowing to process up to 4 150 thousand tons of waste paper per year, going only 3 of 250 thousand tons. Low volume of procurement linked to the fact that the population is not involved in the process of waste paper collection because of tax Disposals of waste paper population. Personal income tax from the sale of waste paper does not allow to build a system of recycling among the population on a reimbursable basis. Two years ago the State Duma was introduced a bill for the abolition of the personal income tax from the sale of waste paper, however, as of today, the bill was never рассмотрен2. The draft law supported by the government and passed all the necessary expert opinion, but its lobbyists block from organizations who are destroying the forest in Russia.
Meanwhile, 1 ton of paper is approximately 14-17 trees that need to be recycled. Multiply 14 PCs of around 11 million tonnes, and will receive more than 150 million trees. This is the wealth that we in Russia every year is thrown into landfills.
The situation is compounded by the fact that about 200 thousand tons of waste paper annually exported one-day firms evading taxes. While not undertaken any measures to limit exports in other member countries of the the EAEU. In Kazakhstan, for example, it is forbidden to export waste paper from the territory of the country; in Kyrgyzstan – prohibitive export duty in Belarus since December 2015 is the licensing of the export of waste paper. The project of introducing customs duties on export of waste paper from the territory of Russia for six months is under consideration, but still not принят3.
A large part of the waste paper from the territory of Russia exported to Ukraine, where imported finished products from recycled waste paper. As a result, Ukrainian producers to make a profit and pay taxes to the Ukrainian budget.
Meanwhile, the shortage of paper in the Russian market has reached a critical stage: the processors of waste paper, including foreign companies to freeze projects to expand capacity.
